The Witcher gear steel swords are among the best generally speaking (and almost always a safe bet), but they get beat out by a few options from Blood & Wine (and if you have Hearts of Stone but not Blood & Wine, I believe the Viper Venomous swords and the one that Olgierd can give you as a gift depending on how you resolve the main plot are the best options there).
